Other Government Organizations
1. Central Public Works Department, New Delhi
 

Central Public Works Department (CPWD) is the principal construction organization of the Government of India created to facilitate other Government organizations. CPWD is a multi-disciplinary engineering organization offering integrated construction management services from concept to completion and post construction maintenance management. The CPWD have completed energy audit in a few Government buildings and the consequent remedial measure for saving energy has also been implemented in part. Schedule of Rates and specifications developed by CPWD are widely followed/adapted by other government organizations in the country.

USAID ECO-III project has identified twelve Non-Profit organizations (NPOs), where ECO-III project will work closely with them to design energy-efficient and sustainable buildings and as a partner organization, CPWD is a recipient of E Source Technology Atlas Series. IRG is also interacting with CPWD for end-use energy benchmarking public sector buildings and by offering ECBC training to CPWD staff. ECO-III is also closely working with CPWD for creating Baseline Energy Consumption Data in commercial buildings and is also offering ECBC training to CPWD staff.

   
2. Delhi Electricity Regulatory Commission (DERC), New Delhi
 

The Delhi Electricity Regulatory Commission was constituted by Govt. of NCT of Delhi in Nov. 2000 with the objective of rationalization of electricity tariff, transparent policies regarding subsidies, and for promotion of efficient and environmentally benign policies.
USAID ECO-III Project, in partnership with LBNL, is likely to work with DERC for DSM and load research related activities.

   
3. Electric Research and Development Association, Vadodara
 

Electrical Research and Development Association (ERDA) is a cooperative research institution created by the Indian Electrical Industry and Utilities with the support of Governments of India and Gujarat.  ERDA, a not-for-profit organization, has established its laboratory facilities at Makarpura Industrial Estate, Vadodara.  ERDA’s mission is to provide technological support to the Indian Electrical Industry, Utilities and user organizations by way of product certification, type, developmental and special testing and evaluation as per national, international and institutional standards and specifications, sponsored research, technical services such as inspection, consultancy, condition monitoring, life assessment, failure investigation, knowledge updates and market surveys in the areas of electrical materials, products and systems. ERDA also conducts energy audits in industries, commercial establishments and electrical distribution companies.

ERDA has provided energy-auditing services on municipal energy efficiency projects in Gujarat. Further, ERDA has also served on the Evaluation Committee established by USAID under ECO-III project to help establish Regional Energy Efficiency Centers in India.

   
4. Electrical Inspectorate, Government of Gujarat
 

The organization under department of Energy and Petrochemicals, Govt. of Gujarat is responsible for:

  • Enforcement of Electricity Act, electricity Tax Act, Indian Electricity Act, 1910, Electricity (Supply) Act, 1948 , Bombay Electricity (Special power) Act, 1946 and Bombay lift Act, 1939 (vide Roads and Buildings Dept’s note No.2);
  • Instituting and enforcing mandatory energy audits for large energy consumers in Gujarat.

USAID ECO-III Project is seeking useful information about the electricity use and energy conservation trend by the consumers as a part of GoG supported activities.

   
5. Gujarat Energy Development Agency (GEDA), Gandhinagar
 

GEDA is the first State Nodal Agency in the country established by the Govt. of Gujarat under the Energy & Petrochemicals Department (1979). GEDA is registered under the Societies Registration Act (1860) for Promotion & Popularization of Renewable Energy Sources & Technologies and Energy Conservation.

GEDA is the State Designated Agency (SDA) for implementation of Energy Conservation Act in the state. IRG has signed a Memorandum of Understanding (MoU) with GEDA in June 2007 for technical assistance under USAID ECO-III Project which is aimed at developing GEDA as a knowledge partner for implementation of Energy Conservation Action Plan (ECAP) in the State of Gujarat. Major support under ECO-III includes development of State Energy Conservation Action Plan and promotion of energy efficiency in public buildings, municipalities and small and medium enterprises (SMEs).

   
6. Gujarat Cleaner Production Centre, Gandhinagar
 

Realizing the potential of Cleaner Production in the state of Gujarat, Gujarat Cleaner Production Center (GCPC) has been established in August 1998 with the technical support of National Cleaner Production Centre (NCPC), New Delhi and United Nations Industrial Development Organization (UNIDO) and with the financial support of GIDC. GCPC is one of the four regional Cleaner Production Centers of India. GCPC plays an important role in education, permeating and providing knowledge as well as expertise to tackle with various environmental issues that the various sectors of the industry shall need to address in the current scenario or in the near future.
GCPC provided ECO-III Project field support for different activities being conducted in Gujarat.

   
7. Gujarat Urban Development Company Ltd., Gujarat
 

GUDC’s mission is to facilitate urban development by assisting state government and existing agencies in formulation of policy, institutional capacity building and project implementation, and to assist in the funding and implementation of projects. The Urban Development Department (UDD) of the State of Gujarat has been taking a pro-active approach to improve infrastructure and services provided by Urban Local bodies (ULBs) across the State and is considering improving the energy efficiency as one such initiative in this direction.

The UDD has authorized GUDC for implementing energy efficiency projects in all ULBs in collaboration with IL&FS Ecosmart Ltd. and ECO-III project. The basic objective of the project is to improve the overall energy efficiency of the ULBs, which could lead to substantial savings in the electricity consumption, thereby resulting in cost reduction/savings for the ULBs. The financing of the required investments will be met by sharing the expected savings in the electricity bill of the ULBs in street lighting, water pumping and sewage pumping.

   
8. Health and Family Welfare Department, Government of Gujarat
 

The Department of the Health & Family Welfare, Gujarat State has made available integrated health services to the people of Gujarat through its Primary Health Care network spread across the state. The department is constantly working to promote and protect the health of the community through expansion of the health infrastructure. It has a Project Implementation Unit (PIU) responsible for undertaking hospital infrastructure development.

The PIU in partnership with the ECO-III project has undertaken an energy efficiency project for major hospitals in the state.

   
9. Maharashtra Energy Development Agency (MEDA), Pune
 

Registered as a Society on 26 July 1985, MEDA as an organization commenced functioning from July 1986. MEDA's objective is to undertake development of renewable energy and facilitate energy conservation in the State of Maharashtra, as a state nodal agency under the umbrella of the MNRE. In   March 2003, the Government of Maharashtra designated MEDA as "The Designated Agency" to coordinate, regulate and enforce the provisions of the aforesaid Act, and also for implementation of the Schemes under the said Act within the State of Maharashtra.

MEDA received technical assistance under the USAID ECO Project phase –II when the Energy Conservation Action Plan was prepared. Under ECO-III project, MEDA organized an Energy Conservation Building Code Awareness workshop and was the recipient of E Source Technology Atlas from ECO-III project.

   
10. Punjab Energy Development Agency (PEDA, Chandigarh
 

Punjab Energy Development Agency is playing a lead role for developing renewable energy sources   since September 1991. In April 2005, the Government of Punjab declared PEDA as the SDA to coordinate, regulate, and enforce the Energy Conservation Act in the State.

IRG has signed a Memorandum of Understanding (MoU) with PEDA in May 2007 for technical assistance under USAID ECO-III Project which is aimed at developing PEDA as a knowledge partner for implementation of Energy Conservation Action Plan (ECAP) in the State of Punjab. Major support under ECO-III includes development of State Energy Conservation Action Plan and promotion of energy efficiency in public buildings and small and medium enterprises (SMEs). IRG is also closely working with PEDA for creating Baseline Energy Consumption Data in commercial buildings and is also offering ECBC training to PEDA staff.

   
11. Roads and Building Department, Government of Gujarat
 

The Roads and Buildings Department is in charge of all activities pertaining to planning, construction and maintenance of all categories of roads and all government owned buildings as well as different structures like bridges, flyovers etc. in the state of Gujarat. Electrical circle of department plan, execute and maintain all the electrical installation, in State owned buildings. The activity starts right from planning, estimation, tendering, execution to maintain and repair of internal and external electrical installations including road and compound lights, water supply pumps, H.T. sub- stations with internal distribution system lifts, air conditioning and sound systems in state owned residential as well as non residential buildings. They have taken up implementation of energy efficiency measures in GoG buildings.

   
12. Reserve Bank of India, Mumbai
 

Reserve Bank of India (RBI) is the central financial institution of the Indian Government with the primary objective “to regulate the issue of Bank Notes and keeping of reserves with a view to securing monetary stability in India and generally to operate the currency and credit system of the country to its advantage." RBI owns and operates several office buildings and a number of residential complexes for its staff and officers spread over entire India. Several of these buildings are managed by Premises Department of RBI. It is implementing many projects at different locations to improve energy efficiency of individual buildings.

IRG, in partnership with the BEE, is working to institutionalize energy efficiency at the organizational level by developing organization-wide policies and guidelines that can set a new benchmark for public sector energy efficiency in India. IRG is also closely working with RBI for creating Baseline Energy Consumption Data in commercial buildings and is also offering ECBC training to RBI staff.
