Project Overview
The Energy Conservation and Commercialization (ECO) project is a joint project supported by United States Agency for International Development/India (USAID/I) and the Government of India (GoI). The project grant agreement between GoI and USAID was signed on January 28, 2000 with Ministry of Power and Bureau of Energy Efficiency as (BEE) its counterpart partners. ECO project aims to promote widespread commercialization of energy efficiency technologies and services in India, thereby contributing to the reduction in growth of greenhouse gas emissions. It has two main components: (1) Energy Efficiency Market Development and Financing ("Markets" Component), and (2) Energy Efficiency Policy and Institutional Reforms ("Policy" Component). To achieve the purpose of the project, a series of program approaches and activities at the central and state levels were established under the two components.
Project Activities
1. Development of State Level Energy Conservation Action Plan: Supporting the Gujarat Government and Punjab Government to develop respective Energy Conservation Action Plan under EC Act 2001, and formulate roadmap for ECAP implementation
2. Implementation of Energy Conservation Building Code (ECBC): Assisting BEE in building the capacity of practicing architects, building designers, energy auditors/consultants, State Designated Agencies and  Municipalities to facilitate ECBC implementation
3. Promoting Energy Efficiency in Existing Buildings and Municipalities: Promoting technical assistance to enhance energy efficiency in existing buildings and municipalities, and developing framework of energy benchmarks of commercial buildings in India
4. Promoting Energy Efficiency in Small and Medium Enterprises: Piloting SME Cluster Studies to identify energy conversation measure and develop strategy to facilitate their implementatin
5. Development of Energy Efficiency IndustryPiloting SME Cluster Studies to identify energy conservation measures and develop strategy to facilitate their implementation Association: Developing Energy Efficiency Think Tank  to enrich and facilitate energy efficiency policies and programs with active involvement of industry and other stakeholders
6. Promoting DSM and EC Program: Developing the Utility/Electricity Regulator driven DSM and EC Programs at
7. Establishment of Regional Energy Efficiency Centers: Assisting the establishment of three Centres to promote energy efficiency in Commercial Buildings, Domestic Appliances, and Industrial Furnaces in SMEs.
8. Enhancement of Education Curriculum: Building the capacity of architectural institutions and students in the field of Building Science and Energy Modeling, as a long-term strategy
9. Outreach and Awareness Activities: Promoting the transfer of  energy efficiency experiences, knowledge and best practices between US and India
